Local Program Council: The Future of Healthcare Financing

Financing, a driving force on the healthcare landscape, continues to become more complex. With budgetary pressures on Medicare and Medicaid, pay for performance and federal expectations for investment in technology without regard to costs, executives must constantly monitor the financing landscape. Given these pressures, many questions emerge.

A short tour of the new Texas Health Neighborhood Care & Wellness Prosper facility will be offered to registrants at the end of the panel presentation.

Speaker Bios:


Blake Allison, FACHE
Chief Operating Officer
Baylor Scott & White Quality Alliance

As COO for the BSWQA, Blake spearheads initiatives to support the implementation of the BSWQA mission and participates in strategic collaborations with the system, payers and employer groups. In addition, he oversees the growth and sustainment of the BSWQA provider network to ensure provider adequacy as well as ongoing provider engagement. Blake brings over a decade of experience to the BSWQA team. Blake approaches his role with both optimism and excitement, and believes healthcare is a great way to serve his fellow man and improve the lives touched by the system. In the transitioning state of the industry, Blake is able to draw upon these fundamentals, to identify opportunities to ensure better care through more collaborative models. His scope of experience spans multiple settings including government entities, large integrated delivery systems, ambulatory surgery centers and physician consulting. Blake earned his bachelor’s degree from Baylor University and his MS in Healthcare Administration from Trinity University. Blake holds the distinction of Board Certification in healthcare management through the American College of Healthcare Executives.


Paul Aslin, FACHE

Vice President, Population Health – Wise Health System
Chief Operating Officer – Wise Health Clinics

Paul Aslin is the Chief Operating Officer for Wise Health Clinics, a multispecialty physician group, and is Vice President of Population Health for Wise Health System in Decatur, TX. He leads their participation in the 1115 Waiver program and has administrative responsibility for eight DSRIP projects and system population health initiatives. Paul received his Masters in Health Care Administration in 2011 from the University of Texas at Arlington. As a student, Paul received the 2010 TORCH Foundation MHA Scholarship Award and was 1st place winner in the graduate division of the 2011 ACHE Richard J Stull Student Essay Competition in Healthcare Management. He is a member of the inaugural class of the TORCH Leadership and Management Institute Healthcare Fellowship and is a Fellow in the American College of Healthcare Executives. Paul resides in Haslet, TX with his wife, Amanda, and three daughters.


Scott J. Grandjean, FACHE
Principal and CEO
Lakeside Healthcare Strategies, LLC

Our moderator, Scott J. Grandjean, FACHE, is board-certified in healthcare management, and a Fellow of the American College of Healthcare Executives. He received a Bachelor of Healthcare Administration degree from Southwest Texas State University in San Marcos, Texas. He is the Principal and CEO of Lakeside Healthcare Strategies, LLC, a physician practice management and healthcare consulting firm in Allen, Texas. Scott brings specialized experience to help physician offices with business development, clinic management, financial planning, general management, HIPAA privacy and security regulations, implementation of new service lines, managed care (insurance) contracting, medical staff credentialing, process re-engineering, regulatory compliance (Joint Commission and HIPAA) and strategic planning.

Scott served as a HIPAA analyst for the St. Paul and Zale Lipshy Hospitals on the UT Southwestern Medical Center campus, from December 2005 – June 2008, at which time, he decided to focus on building Lakeside Healthcare Strategies, LLC into the consulting and practice management firm it is today. Prior experience includes various positions as a healthcare administrator at Brooke Army Medical Center and the U.S. Army Great Plains Regional Medical Command, Fort Sam Houston, Texas. Additionally, Scott served as an emergency medical technician and a business development specialist for Rural/Metro Ambulance and American Medical Response in Corpus Christi, Houston, San Antonio and Seguin, Texas.

Shifting his focus away from full time healthcare administration in 2012, Scott completed a Basic Peace Officer Course through the Collin County Law Enforcement Academy, and has additional training specializing in medicolegal death investigation through the Department of Pathology at St. Louis University, St. Louis, MO, and is finishing up coursework toward Forensic Investigator II certification through the Texas Engineering Extension Service at Texas A&M University in College Station, TX. Scott currently serves as a Reserve Death Investigator with the Tarrant County Medical Examiner. He is a licensed peace officer in the State of Texas, a member of the Society of Medicolegal Death Investigators, and is currently studying for his Diplomate exam with the American Board of Medicolegal Death Investigators.


Tim Ruse, FACHE
Director of Practice Management

Tim Ruse started a career in healthcare in 2002, and is currently serving as the Director of Practice Management for abeo (Anesthesia Business Enterprises Organization), where he is head of the accounting and practice management division, and focuses on pro forma data analytics for revenue projections, merger/acquisition due-diligence, facility and payor contracting, OR efficiency, and compensation modeling. Prior to joining abeo in 2014, Tim spent eight years in Washington, D.C. as the Administrator of Anesthesiology, Acute Pain, and Sleep Disorders Centers at Georgetown University Hospital in the MedStar Health System. Tim is a Fellow of the American College of Healthcare Executives, and earned undergraduate and graduate degrees from Hardin-Simmons University in Abilene, Texas, as well as post-graduate business training at Georgetown University. Tim and his wife Meagan have enjoyed putting down roots McKinney, Texas with their three kids, Holden, Fount, and Sadie.”

Tammy Walsh
Director, Physician Services
BKD, LLP

Tammy Walsh is a forward-thinking, highly focused and enterprising senior executive offering extensive expertise to clients with finance and operational projects with a focus in the healthcare industry, specifically the provider space. Tammy currently heads up the Physician Services practice for BKD, LLP (a national CPA and Advisory firm) for their Dallas and Waco offices. Previously, Tammy was the Director of Accounting and Physician Compensation at Texas Health Physician Group (the largest physician practice in North Texas with greater than 1000 providers); CFO for The Center for Cancer and Blood Disorders in Fort Worth; and the CFO for the John Peter Smith (JPS) Physician Group also in Fort Worth. Before crossing over to the provider side, Tammy provided CFO services in the managed care space at UnitedHealthcare with responsibilities for North Texas, Central Texas and Oklahoma markets and Cigna Healthcare for the North Texas market. Since 2014, Tammy has owned her own healthcare financial consulting services business, Paramount Healthcare Solutions, providing project leadership for CFO services in the healthcare provider space. Before her healthcare debut, Tammy was with the Management Services and Solutions Group for Deloitte & Touche in their Houston and Dallas offices providing financial consulting to industries such as legal, oil & gas, hospitality and, of course, healthcare. Prior to that, she was on the US Space Shuttle program at NASA as part of the Rockwell Space Shuttle Operations contract in Houston, Texas.

 

Tammy similarly provides her healthcare finance knowledge as an Adjunct Professor for the Masters of Healthcare Administration students at the University of North Texas Health Science Center (UNTHSC) in Fort Worth, Texas. Tammy is active in the Healthcare Financial Management Association (HFMA) Lone Star Chapter as a board member and is an integral part of the Women’s Forum, Early Careerists Mentoring Initiative, Charity Initiatives and Programs. Tammy holds a Bachelor of Science degree in Finance from University of Houston.
